On behalf of the over 2.3 million members of AMAC – Association of Mature American Citizens, we are pleased to support your legislation, the “Health Freedom and Flexibility Act.” This important legislation will empower Americans to make their own decisions about how they spend their hard-earned dollars on healthcare.
AMAC has long supported the use of Health Savings Accounts (HSA) as a means of increasing financial freedom for Americans as they manage their healthcare expenditures. Our members regularly tell us that they desire more personal control over their healthcare, free from government intrusion and mandates.
Your legislation addresses several critical needs to free up the ability of HSA account holders to allow individuals and families to tailor their healthcare to their personal needs. Specifically, eliminating contribution limits allows for more people, including Medicare beneficiaries and veterans, the opportunity to save money, tax-free, in HSAs. We also applaud other provisions in your bill, among which are those eliminating the requirement that individuals must be enrolled in high-deductible health plans to make tax-free contributions to HSAs and enabling HSA funds to be used for insurance premiums, direct primary care services, and for either name brand or generic prescription drugs. Moreover, in the instance of the passing of the HSA account holder, your bill provides important protection against an HSA “death tax” by allowing the tax-free transfer of HSAs at death to the holder’s child or surviving spouse.
